About the Che Róga Porã program
Che Róga Porã is Paraguay's flagship government program for first-time homebuyers. Its biggest draw: you only start paying the mortgage once you move in, so you don't pay rent and a mortgage at the same time during construction.
- Fixed rate: 6.5% annual.
- Term: up to 30 years.
- Maximum amount: up to Gs. 725 million (under the 2.Centro variant for urban areas) or Gs. 500 million standard.
- Who qualifies: middle-class individuals and families looking for their first home.
You apply through participating banks, financial institutions, or cooperatives. This calculator estimates your monthly payment using the official rate, but final approval depends on your repayment capacity and the lender.
How to apply, step by step
The typical Che Róga Porã process from pre-approval to keys-in-hand.
- 1
Bank pre-approval
Visit a participating bank, financial institution, or cooperative with proof of income. They'll tell you the maximum loan size you qualify for.
- 2
Find the property
Choose a home from approved projects, or a resale that meets the program's requirements (price, location, condition).
- 3
Formal application
Submit the full file: ID, income proof, credit bureau report, employment history, and property documents.
- 4
Appraisal and approval
The bank appraises the property and issues final approval. AFD backs the process to guarantee the subsidized rate.
- 5
Deed and disbursement
Sign the deed before a notary. For under-construction projects, monthly payments only start when you receive the finished home.
Main requirements
- Be a Paraguayan citizen or resident with valid ID.
- Show formal income (employee, self-employed, or professional).
- Not own another home in your name in Paraguay.
- Repayment capacity: payment shouldn't exceed ~30% of your monthly income.
- Clean credit history (no past-due debts or active liens).
Each bank may add its own requirements. Confirm the full list with the institution where you apply.

Frequently asked questions
What interest rate does Che Róga Porã use?
A fixed 6.5% annual rate for the full loan term — one of the lowest in the Paraguayan market.
What is the maximum loan amount?
Up to Gs. 725 million under the Che Róga Porã 2.Centro variant (urban-area properties), or Gs. 500 million under the standard variant. Subject to your repayment capacity.
When do I start paying?
Only once you move into the home. During construction you don't pay anything, so you avoid paying rent and a mortgage simultaneously.
Who can apply?
Middle-class individuals and families seeking their first home. You'll need to demonstrate repayment capacity through a participating bank, financial institution, or cooperative.
Which banks and lenders work with Che Róga Porã?
You apply through banks, finance companies and cooperatives affiliated with AFD — not at AFD directly. The list of participating lenders changes over time; check our AFD loan comparison tool or AFD's website for the current list.
Which properties qualify for Che Róga Porã?
New or used houses and apartments, as long as it is your first home and the price is within the program cap (Gs. 725 million in urban areas, Gs. 500 million elsewhere). Pre-construction units in approved projects also qualify — installments only start once you move in.
Can I apply with informal or mixed income?
The program requires proof of payment capacity, but independent workers and self-employed professionals can apply with income documentation (invoicing, VAT records, bank statements). Each lender decides which documents it accepts; a bank pre-assessment gives you a quick answer.
What costs are there besides the monthly installment?
Plan for deed and notary fees, the property appraisal, insurance required by the lender, and the annual property tax. Use our closing costs and property tax calculators to estimate them.
