Pre-sale / off-plan (preventa, "en pozo")
Sale of units in a development before construction is complete, usually with payments scheduled through the build phase and at prices lower than at delivery.

"En pozo" or "preventa" are the Paraguayan terms for buying off-plan. The buyer signs a boleto and pays an initial deposit (15%–30%), then installments during construction, and the balance at delivery. Prices are typically 15%–25% below equivalent finished units, compensating the buyer for construction risk and for partially financing the project. Main risks: delivery delays, changes to plans or finishes, developer default. Mitigations: vetting the developer's track record, requiring real guarantees (trust escrow, provisional deed), and legal review.
Example
An off-plan Villa Morra apartment is offered at USD 78,000; the equivalent finished unit sells for USD 95,000 (≈18% gap). The buyer pays a 20% deposit (USD 15,600), installments across the 24-month build, and the balance at delivery — taking on the developer's delay risk in exchange.
