"Che Róga Porã" (Guaraní: "My beautiful home") is the Paraguayan government's flagship housing program. Operated via the Agencia Financiera de Desarrollo (AFD) through authorized banks and cooperatives. Fixed 6.5% annual rate, up to 30-year term, maximum amount of Gs. 761,000,000 (≈ USD 104,000) in Asunción and its metro area, or Gs. 639,240,000 for the rest of the country — caps indexed to the minimum salary, which typically adjusts every July. Monthly payment capped at 30% of gross income (DTI). Requires first-home status and meeting income caps. Much cheaper than a standard bank mortgage (~13% annual), making it Paraguay's most sought-after primary-residence financing.
Example
A couple with combined monthly income of Gs. 12,000,000 applies for Che Róga Porã on a Gs. 600,000,000 house in Luque. Over 30 years at 6.5% fixed, the monthly payment is about Gs. 3,790,000 — within the 30% DTI cap. Without Che Róga Porã, the same loan at 13% bank rate would cost about Gs. 6,640,000/month.
