Vivienda para el Bienestar: what you would pay
CONAVI's Vivienda para el Bienestar programme delivers a new home with a 100% subsidy, and you repay only part of it in equal monthly instalments that never exceed 30% of household income. This works out what you would pay and how much stays as subsidy.

The income limit is 5 times the monthly UMA in force (MX$3,566), that is MX$17,831. The instalment never exceeds 30% of household income.
Meeting the requirements does not guarantee a home: CONAVI selects beneficiaries by lottery among those who register in the intervention zones, and registration opens by period and by municipality.

Calculated with the method in Annex VIII.3 of CONAVI's 2026 Operating Manual. The cost of the home is a value you set, not an official figure. The final instalment is determined by CONAVI from the income declared in your Cédula de Información Socioeconómica.
How the calculation works
There is no interest rate. Unlike a mortgage, nothing is charged in interest: CONAVI covers the cost of the home with a 100% subsidy and you repay a monto recuperable in equal instalments. Whatever you do not repay is the subsidy.
The method is CONAVI's own 2026 Operating Manual, Annex VIII.3:
- Your capacity to pay is 30% of monthly household income.
- The number of payments comes from dividing the cost of the home by that capacity, and always lands between 240 and 360 (20 to 30 years).
- The instalment is the lower of your capacity and the cost divided by the number of payments.
- The subsidy is the cost of the home minus everything you will repay.
⚠️ The cost of the home is not published. The manual only ever treats it as a project-level figure, never a national one. The amounts circulating in the press belong to specific developments, so here it is a value you set.
The programme is for households without a home of their own and without access to housing finance — that is, people who are not Infonavit or Fovissste members.
Frequently asked questions
Is interest charged?
No. CONAVI covers the cost of the home with a 100% subsidy and you repay a recoverable amount in equal instalments, interest-free. That is why the calculation looks nothing like a mortgage.
What is the income limit?
Five times the monthly UMA in force. With the 2026 UMA that is 17,831 pesos of monthly household income, which is what CONAVI publishes as "under 17,800 pesos".
What does the home cost?
There is no published national price. The Operating Manual treats the cost as a figure for each project. The numbers seen in the press come from specific developments, which is why you can adjust it here.
Can the instalment rise?
The scheme uses equal instalments, and the manual fixes that the charge cannot exceed 30% of the household income declared when applying, unless you request otherwise in writing.
Can I pay early?
Yes. The manual allows payments ahead of schedule or above the instalment; they are applied to the last outstanding payment and shorten the term.
Can I apply if I have Infonavit?
No. The programme is aimed at people without access to housing finance because they are not members of a housing institute. If you contribute to Infonavit or Fovissste, your route is a loan from those institutes.
