AFD (Development Finance Agency)
Paraguay's second-tier public bank that funds private banks and cooperatives so they can lend in strategic sectors — including housing.
The Agencia Financiera de Desarrollo (AFD), founded in 2005, is Paraguay's autonomous public second-tier bank. It does not lend directly to individuals — it provides credit lines to banks, finance companies, and cooperatives, which in turn lend to the public. In housing, it manages the main programs: Che Róga Porã (6.5% fixed), Primera Vivienda AFD (≈10.4%), and Mi Casa AFD (≈11.5% PYG or ≈9.5% USD). Applicants interact with their usual bank; AFD provides the subsidized funding that flows to the end customer.
