Property tax (impuesto inmobiliario)
An annual municipal tax on property ownership, calculated on the fiscal value assigned by Paraguay's National Cadastre Service.
In Paraguay, the property tax is collected by the municipality where the property is located. General rate: 1% annual on the fiscal value (not market value) set by the Servicio Nacional de Catastro. Fiscal values are typically well below market, so the resulting tax is modest in absolute terms compared to other countries. The municipality bundles ancillary charges (street lighting, sweeping, cleaning) in the same bill. Before any transfer, a no-debt certificate from the municipality is required.
